Larry is a seasoned telecom veteran whose broad experience includes the Federal Communications Commission, MCI, Gray Cary and DLA Piper.Larry’s many years of FCC, in-house and firm experience provides him with tremendous scope and depth, while his recent representations have focused on cutting-edge technology issues in the communications sector.
Larry focuses on telecommunications law and policy, with an emphasis on wireless and broadband telecommunications and Internet services, providing strategic, regulatory, and policy counseling for communications and technology-intensive companies.His recent matters include obtaining regulatory approvals for telecommunications company mergers, acquisitions and joint ventures, representing companies in wireline, cellular, satellite, broadcast, LMDS and MMDS licensing matters, and counseling entities regarding Internet-related and VoIP legal issues.
Prior to entering private practice in 1981, Blosser served as a Legal Advisor to the Chief of the Common Carrier Bureau (now Wireline Competition Bureau) at the Federal Communications Commission, where he represented the FCC in the earliest stages of the original AT&T divestiture proceeding and participated in drafting the initial cellular radio rules.After ten years at D.C. communications boutique Fisher Wayland Cooper & Leader (now Pillsbury Winthrop Shaw Pittman), Larry spent several years at MCI, before returning to private practice with Swidler Berlin and DLA Piper (and predecessor firms Blumenfeld & Cohen and Gray Cary).He is admitted to practice in Maryland and the District of Columbia, and is a member of the Federal Communications Bar Association (including the Wireless and Online Communications Committees).
