Allen represents competitive communications carriers in dispute resolution, corporate transactions, contract negotiations, and regulatory policymaking proceedings.  Through his experience with issues surrounding interconnection, intercarrier billing and competition policy, Allen has achieved successful results for clients in commercial arbitration and before regulatory commissions.  Allen also provides clients with strategic consultation on legal and policy issues impacting their technologies and operations and the presentation of client billing data for use in legal records.

     Prior to joining Klein Law Group, Allen worked as a Research Assistant to Hon. Eleanor Stein, an ALJ at the NY Public Service Commission, assisting her with research of how game theory principles explain the effectiveness of mediation for resolving carrier disputes.  Allen also served as a law clerk at the New York State Office of Science, Technology and Academic Research, where he worked closely with the General Counsel to develop strategies and policies for advancing high-technology economic development within New York State.
     Allen graduated cum laude from Albany Law School in 2005, where he served as an associate editor of the Albany Law Journal of Science and Technology.  During law school, he published a paper entitled When Is an Algorithm Invented? The Need for a New Paradigm for Evaluating an Algorithm for Intellectual Property Protection, which was recently cited in a brief to the U.S. Supreme Court.  

      
      Prior to studying law, Allen earned an M.S. in applied mathematics in 2002 from Rensselaer Polytechnic Institute.  At RPI, his studies focused on operations research, complex system analysis, and adaptive programming, while he also taught undergraduate courses in discrete math and calculus.  In 2000, Allen received a B.S., magna cum laude, with honors in mathematics from St. Lawrence University, and was inducted into St. Lawrence’s chapter of Phi Beta Kappa.
